Youth Government of South Ossetia helps to the authorities in solving important problems

- How did the Youth Government and Youth Parliament appear?
- The idea of establishing the Youth Government and Youth Parliament belongs to our President Eduard Kokoity. And it was implemented by the then Youth Committee. The Youth Parliament was elected in 2006, and in November 2007 – the Youth Government. It was formed an elective commission ah the head of the Rector of the South Ossetian State University Tamuraz Kokoev. All who whished presented their programs in that field in which they were most competent.
During interlocution everyone presented and defended its program. The main theme of my program was the problem of migration of youth form the RSO. It run that the consequences of the Georgian-Ossetian conflict entailed a long period of the so-called “frozen conflict”. This means worsening of living standards materially, afflux of refugees from Georgia Proper, unemployment. In conditions of absence of purposeful ideological work with the population, the consequence of this was worsening of the quality of bringing up of the growing generation, who like the majority of the population yields to negative impact of “mass culture”. In its turn this leads to brooding of non-spirituality and as a result – increase of drug addiction and criminality.
- What is your opinion based on?
- This was shown in the Gallup pull organized by the Ministry of Health Protection of the Youth Parliament. It was conducted by the Research Center of Youth Problems established by the Youth Government. Beside this, we tried to find out the specific of migratory situation, if young people want to leave from South Ossetia and independently from the answer indicate the reason why. Knowing the answer to this and other questions included into the questionnaire will help us to approach to their solving.
- What are the plenary powers of the Youth Government of the RSO?
- No one created illusions about special powers. The main idea is to acknowledge people with the problems which they will face when they begin to work on state service, give the opportunity for young people to realize their intellectual and research potential in the shape of the structure of the Youth Government.
- What is the structure of the youth organizations?
- The structure of the youth organizations is the following: President of the Youth Government (Aslan Lolaev) and the Chairman of the Government, two Deputy Chairmen of the Youth Government (Olesja Kadjaeva and Amiran Bagaev). We elected them by voting. The Youth Government is formed within a year after what again gathers the commission and new people are elected. The Youth Government is a non-commercial and non-governmental organization. This is a social organization which is accountable to the Ministry for Youth Affairs only in financial issues.
- Excuse me for candor, but what is the salary in the Youth Government?
- We have a premium system for effective work, solving current issues. Decisions about premiums are taken on common meetings.
- What work has been done by your organization for the time of its existence?
- Full development of such organizations and their effective work need time, and we have existed incomplete half a year. During this time the Youth Government formed proposals on social sphere, e.g. to provide young families with shelter.
- Do you work with the youth in regions of South Ossetia either or only in the capital?
- We are aimed at close cooperation with the youth of the whole Republic. We have coordinators also in district centers. Our representative in the Djava district Dinara Kozaeva gathered the youth of her district, she managed to make them interested in our ideas and as a result of the fulfilled work it were elaborated some proposals on improving social situation which were handed over to corresponding institutions of the real Government of the RSO. We also actively cooperate with the Union of patriotic youth “IR”. The other day its representative in Moscow was appointed assistant of the member of the social chamber Vladimir Vasin. I hope this appointment will assist to our common aim in larger extent.
- And what are your plans?
- On the agenda is the issue of establishing a Health School in Tskhinval. It will be a consultative center for young mothers and those who will soon become mothers.
We also actively prepare for summer, since we want to make our input into the organization of summer sanitary leisure for youth in camps. We did analogous work the last year, our youth liked it very much, this year the camp will be better. We intend to invite guests from youth organizations of Russia, from abroad. We want to try to invite young Ossets from Turkey.
- In conclusion in brief: what is the place of your organization in the present life of South Ossetia?
- We give the opportunity to young people who are interested in the development of our country to take part in creation of their own, our common future. We invite them in any form to participate in the development of our society –from physical work to intellectual.
